Regulation on the Final State Attestation
of Graduates of Higher Education Institutions
This Regulation establishes the procedure for conducting the final state attestation of graduates of higher education institutions in accordance with the laws of the Republic of Uzbekistan on “Education” and “National Program for Personnel Training”, as well as the State Educational Standards and qualification requirements for educational programs (specializations). This Regulation does not apply to higher education institutions whose educational process is based on a modular system in accordance with legislative acts.
I. General Provisions
1. The final state attestation of graduates of higher education institutions is conducted in accordance with the schedules of the educational process for bachelor’s and master’s degree programs. 2. The final state attestation is carried out by the Final State Attestation Commissions established for each educational program (specialization) at the higher education institution. 3. The main tasks of the Final State Attestation Commissions include: – Comprehensive assessment of the graduate’s knowledge, skills, and competencies in accordance with the requirements of the state educational standards; – Deciding on the conferment of bachelor’s or master’s academic degrees based on the results of the final state attestation; – Analyzing the results of the commission’s activities and developing proposals for improving the training of highly qualified personnel. 4. The Final State Attestation Commissions carry out their activities based on this Regulation, as well as other documents aimed at fulfilling the State Educational Standards and qualification requirements for the preparation of graduates in bachelor’s and master’s programs.
II. Final State Attestation Examinations
5. The final state attestation consists of the following types of attestation examinations, in accordance with the curriculum of the educational program (specialization):
  • Final state attestation exam in a foreign language (may be conducted based on the decision of the higher education institution’s Council);
  • Interdisciplinary (general professional and specialized) final state attestation exam for the educational program;
  • Defense of a diploma project;
  • Defense of a final qualifying work (master’s dissertation).
6. The final state attestation exam in a foreign language should be aimed at determining the level of mastery by the student of the material provided in the curriculum, based on the mandatory content specified in the state educational standard for that subject. 7. The interdisciplinary final state attestation exam for the educational program (specialization) should be aimed at determining the student’s preparation level in accordance with the qualification requirements for the educational program, in addition to the subject content requirements. 8. The form of the final state attestation, whether it is an interdisciplinary final state attestation exam, a diploma project defense, or a final qualifying work (master’s dissertation) defense, is determined by the higher education institution’s Council based on the graduate’s abilities, preferences, and the specifics of the educational program. A final state attestation exam in a foreign language may be included as an additional component based on the decision of the higher education institution’s Council. The form of the final state attestation determined for a graduate by the higher education institution’s Council cannot be changed during the academic year. The final state attestation exams are conducted according to the schedule prepared by the dean of the faculty or the academic-methodological department (administration) and approved by the vice-rector for academic affairs of the higher education institution, as specified in the educational process schedule. 9. Programs and evaluation criteria for the final state attestation exams are developed by higher education institutions with the involvement of leading professors and approved by the higher education institution’s Council in coordination with the leading higher education institution. These are communicated to students.
III. Composition of the Final State Attestation Commissions
10. Candidates for the chairmanship of the Final State Attestation Commissions are agreed upon by higher education institutions with the relevant ministries and agencies and submitted to the Ministry of Higher and Secondary Specialized Education for approval. 11. Chairpersons of the Final State Attestation Commissions, regardless of the institutional affiliation of the higher education institution, are approved by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan for a period of one year (calendar year) from among scientists and leading industry specialists not employed by the respective higher education institution. A person cannot serve as the chairperson of the Final State Attestation Commission for the same educational program (specialization) at the same higher education institution for more than two consecutive times. 12. The composition of the Final State Attestation Commissions for conducting the final state attestation exam in a foreign language (based on the decision of the higher education institution’s Council) and/or the interdisciplinary final state attestation exam, as well as the defense of a diploma project or final qualifying work (master’s dissertation), is formed by the order of the rector (branch director) of the higher education institution under the leadership of chairpersons approved by the Ministry of Higher and Secondary Specialized Education. 13. The composition of the Final State Attestation Commissions consists of the scientific-pedagogical staff of the higher education institution training specialists (up to 50% of the total commission composition), as well as highly qualified specialists from enterprises, organizations, and institutions that are consumers of personnel in the relevant field, leading professors and researchers from related higher education institutions, and scientists from the relevant field within the system of the Academy of Sciences of the Republic of Uzbekistan. 14. The Final State Attestation Commissions are formed with at least five professors and specialists. Representatives of the guardianship council, citizens’ self-governance bodies, and parents may participate as observers on a public basis during the final state attestation. 15. The composition of the Final State Attestation Commissions for the final state attestation exams is approved by the rector (branch director) of the higher education institution one month before the start of the graduating semester. If necessary, several Final State Attestation Commissions may be established under the leadership of a single chairperson for one of the attestation exams. Representatives of the State Inspectorate for Supervision of Education Quality under the Cabinet of Ministers of the Republic of Uzbekistan may participate in the final state attestation process. The final state attestation of graduates of programs and specialties that have not undergone state attestation is conducted by the State Attestation Commission established by the supervising ministry (agency) of the respective higher education institution.
IV. Procedure for Conducting the Final State Attestation
16. Before the start of the final state attestation exams, the rector (branch director) of the higher education institution personally holds a meeting with the chairpersons of the Final State Attestation Commissions to discuss the level of preparation of the commissions, the duties of the chairpersons and members, the requirements for graduates, and discipline. 17. The final state attestation exams are conducted in written, test, or oral form, and this procedure is determined by the rector (branch director) of the higher education institution based on the decision of the higher education institution’s Council and communicated to students six months before the start of the final state attestation. Students are provided with the programs of the subjects to be examined, and necessary conditions are created for their preparation and consultation. 18. Students who have fully completed the relevant curriculum and passed all exams specified in the curriculum are admitted to the final state attestation. Graduates of higher education institutions of the Republic of Uzbekistan are required to undergo the final state attestation after fully mastering the relevant educational programs. 19. The final state attestation exams, as well as the defense of a diploma project or final qualifying work (master’s dissertation), are conducted in open sessions of the Final State Attestation Commissions with the participation of at least two-thirds of the members. In the absence of the chairperson, the deputy chairperson presides. The defense of a diploma project or final qualifying work (master’s dissertation) or the final state attestation exam in specialized subjects may be conducted at the production base in the branches of departments with the involvement of leading industry specialists. The level of mastery for all types of attestation exams included in the final state attestation is determined in accordance with the rating system for monitoring and evaluating students’ knowledge and announced on the same day after the minutes of the Final State Attestation Commission’s session are formalized. Plagiarism is not allowed in any type of attestation exams included in the final state attestation. If such a case is detected, the State Attestation Commission assigns an unsatisfactory grade to the graduate for the relevant attestation exam, or a previously assigned positive grade is revoked. 20. Based on the results of the final state attestation exams, the Final State Attestation Commission decides on conferring the bachelor’s or master’s degree in the relevant educational program (specialization). Decisions of the Final State Attestation Commissions are made by open voting, with the majority vote of the participants. In case of a tie, the chairperson’s vote is decisive. 21. Upon successful completion of the final state attestation exam included in the final state attestation, the graduate is awarded a diploma and its supplement confirming the corresponding level of higher education. 22. A bachelor’s degree graduate who has achieved significant success in mastering the curriculum, with at least three-quarters of the subjects in the curriculum having a mastery score of 86 points or higher (equivalent to a grade of 5 (excellent) in the 5-point system), with other subjects having a mastery score of at least 71 points (equivalent to a grade of 4 (good) in the 5-point system), and who has achieved a mastery score of at least 86 points (equivalent to a grade of 5 (excellent) in the 5-point system) in the final state attestation exams, is awarded an “honors” diploma. 23. A person who fails the final state attestation exam is entitled to retake the final state attestation exam in subsequent years upon application after the completion of the study period. The rector (branch director) of the higher education institution must issue an order to admit the person to retake the final state attestation exam. 24. A student who fails to retake the final state attestation exam is issued an academic certificate and may be reinstated for study in the relevant course on a contractual basis in accordance with the established procedure. 25. Students who, for valid reasons, did not attend the final state attestation exams may be included in the final state attestation exams held at other times before the completion of the Final State Attestation Commission’s work, by order of the rector (director). (This clause is no longer in effect) 26. To consider appeals from graduates dissatisfied with the grades received in the final state attestation exams, an appeal commission is formed by order of the rector (director). 27. Graduates dissatisfied with the grades received in the final state attestation have the right to appeal to the appeal commission within three days from the date the final state attestation grades are announced. 28. The appeal commission must inform the graduate of its decision within one day. 29. The annual report on the work of the Final State Attestation Commission is reviewed at the Council of the higher education institution. Chairpersons of the Final State Attestation Commissions are invited to this Council.
V. Final Provisions
30. Those dissatisfied with the organization and conduct of the final state attestation by the higher education institution have the right to appeal to the ministries and agencies under whose jurisdiction the higher education institutions operate or to a court in accordance with the established procedure. 31. Based on the specifics of the institution, the Council of the higher education institution may introduce additional procedures to the provisions of this Regulation. 32. Disputes regarding the provisions of this Regulation are resolved in accordance with legislative acts.
