Dear students! Dear young people!

Today, the fact that youth-related issues have been elevated to the state level in our country, and special attention is being paid to comprehensively supporting a knowledgeable, energetic, and innovative-thinking generation like you, is a great opportunity for all of us.

At the meeting with young people held on February 24 of this year with the participation of our esteemed President Shavkat Mirziyoyev, important initiatives crucial for the higher education system and student life were put forward. These initiatives primarily serve to enhance the professional potential of young people, develop entrepreneurship, support creative ideas, and create decent living conditions.

In particular, the designation of every Thursday as “Youth Day” will further strengthen the close cooperation between government agencies and educational institutions with young people.
Extensive opportunities are opening up to support entrepreneurship for our students, including the allocation of an additional $200 million to support youth entrepreneurship, the increase in the loan amount for self-employed youth from 100 million to 300 million soums, the expansion of the possibility to allocate loans of up to 10 billion soums for projects of young entrepreneurs, and permission to invest up to $100,000 in innovative startup projects. These will help turn your innovative ideas into practical business projects.

Furthermore, the allocation of long-term and preferential loans within the framework of the “Future Entrepreneur” program, and the provision of unsecured funds to self-employed youth, will help ensure the economic independence of young people.

It is worth noting here that in the past year 2025, based on the “Step to the Future” program, preferential loan funds exceeding 2 billion soums were allocated to 113 graduate students from Jizzakh State Pedagogical University.

Strengthening practical training alongside studies in the higher education system remains one of the priority tasks. The expansion of internship opportunities for graduates through the “My First Profession” program and the allocation of stipends will serve to improve the professional preparedness of students.

In addition, extensive opportunities are being created for learning foreign languages, participating in international educational programs, and mastering the experiences of advanced countries. The system for training and improving the skills of young people in cooperation with prestigious foreign educational centers is being further improved.

Supporting the social activity of our youth, developing the volunteer movement, and increasing reading culture are also important directions of our state policy. This includes the establishment of the “Volunteer Support” Fund under the Youth Affairs Agency, with an annual allocation of 62 billion soums from the state budget; grants of up to 100 million soums for the best volunteer projects of young people; and, through the “Reading Culture Development” Fund, the payment of 20 million soums per month to talented writers for their creative work. All these serve to elevate the spiritual potential of the younger generation.

Regarding the housing issue, the introduction of a state support system for mortgage loans for young families is a great opportunity for you. It is envisaged that the portion of the mortgage loan interest rate exceeding 14 percent will be covered from the state budget.

Our future is in your hands. I believe that you will grow up to be active, knowledgeable, and proactive youth on the path of development of New Uzbekistan. I call upon you, dear young people, to make effective use of the vast opportunities created for you by our esteemed President Sh.M. Mirziyoyev, and to demonstrate your knowledge and potential for the development of our country.
