Main functions and responsibilities
Ensuring the Implementation of Documents from Higher Organizations
- Organizing the implementation of the laws of the Republic of Uzbekistan, Presidential decrees and instructions, as well as decisions of the Supreme Council and the Cabinet of Ministers in the field of education and personnel training;
- Executing the Constitution of the Republic of Uzbekistan, the Law "On Education", Presidential Decrees, decisions and instructions, decisions of the Cabinet of Ministers, decisions and orders of the Board of the Ministry of Higher Education, Science and Innovation.
- Conducting activities in accordance with the University Charter, decisions of the Council, and orders of the Rector:
Planning and Organizing the Educational Process
- Organizing the introduction and effective use of advanced forms of teaching in the educational and upbringing process, including distance learning, new pedagogical and information communication technologies;
- Implementing the university's mission and main strategic directions in the field of organizing and managing student activities with a high level of reliability, efficiency, and responsibility;
- Organizing the work of office staff and directly managing them;
- Developing job descriptions for office staff;
- Constantly monitoring the quality and timely provision of services to students;
- Participating in coordinating the activities of professors-teachers, employees, and students in the educational process based on the requirements established by the Cabinet of Ministers, ministries, and the university, ensuring its proper organization through the system;
- Using and ensuring the implementation of educational platforms "HEMIS", "Moodle", "LMS" and the inter-agency unified electronic document circulation system "ijro.gov.uz":
- Providing relevant advice to professors-teachers and students on working in the Hemis system:
Organizing Educational Conferences, Developing Methodological Support, and Coordinating Staffing
- Conducting meetings and organizing seminars to discuss issues falling under the authority of the "Registrar's Office":
- Working in collaboration with office staff, deans' offices, departments, and other divisions;
- Establishing cooperation on academic mobility with local and foreign higher education institutions.
Preparing Reports Related to the Educational Process
- Ongoing evaluation through the system of the status of work carried out in the office, as well as the organization of the educational process at the university;
- Summarizing and analyzing various statistical data on students, resources, contracts, classes, and students' assimilation.
- Controlling the maintenance of report forms submitted by the university to the Statistics Agency.
- Analyzing, evaluating the labor activities of the heads and managers of the Service Provision (front office) and Database (back office) departments, and submitting proposals to the management on incentives.
- Timely consideration of appeals from individuals and legal entities.
- Quality and timely preparation of normative document projects (proposals for projects) and submission to the management:
Annual Rating Analysis and Preparation for External Attestation
- Developing proposals to expand the types of services introduced by the office and improve their quality;
- Developing short- and long-term development strategies for the office:
- Developing instructions for the employees of the "Registrar's Office" and the service provision regulations:
- Organizing qualification improvement courses and training programs for employees:
Additional Functions
- Organizing student movement through the university's electronic education platform based on the regulations regarding admission to the university, transfer of students' studies, restoration, and expulsion from studies:
- Coordinating the process of maintaining and storing student documents:
- Establishing services in accounting and marketing:
- Preparing, formalizing, and delivering to graduates all necessary documents related to the distribution and employment of graduates:
- Establishing services in international relations and academic mobility
- Organizing the provision of information on various international grants and academic mobility programs
- Strictly monitoring compliance with sanitary and normative requirements for service provision in the Registrar's Office:
