Key initiatives from the President’s Youth Day meeting.

Strategic direction and systematic work

  • New approach: States are now competing not by territory or natural resources, but by knowledge, technology, and human capital.
  • Third Renaissance: Young people must not only take pride in the past but become the main force building the foundation of New Uzbekistan.
  • Constant monitoring: Every Thursday is designated as “Youth Day”. To ensure problems are resolved, ministers, governors, and rectors are required to work tirelessly.
  1. “Youth Register” and achieved results
  • The problems of 1.5 million young people were resolved through the “Youth Register”.
  • The number of young entrepreneurs increased 5-fold, exceeding 287,000.
  • Those intensively learning languages reached 3.5 million, while youth crime decreased 2.5-fold.
  1. “Vocational Voucher” system for modern professions
  • Interest-free loan: 50,000 young people annually receive a “vocational voucher” in the form of an interest-free loan to learn modern professions.
  • Free education: 85,000 unemployed youth from needy families are allocated free vouchers to study at private centers.
  • Funding: 120 billion soums will be allocated for this system within the current year alone.
  1. International certificates and private technical colleges
  • Cost reimbursement: Just like international language certificates, the costs of young people who obtain international professional certificates will now also be covered by the state.
  • Simplification: More than 20 requirements from the licensing conditions for opening technical colleges will be abolished. Starting from the new year, state grants will also be given to private technical colleges.
  • Large reward: Students who win international professional competitions will receive 100 million soums, and their mentors 50 million soums.
  1. Digital content and grants for students abroad
  • Platform: A “digital content” platform will be launched for young people who know foreign languages, with 20 billion soums allocated annually.
  • Export and tourism: Special grants will be provided to over 150,000 young people studying abroad to promote our country’s potential and present tourist routes.
  1. Benefits for employers and unorganized youth
  • Relief for entrepreneurs: For an entrepreneur who hires a university graduate, the income and social tax of the young specialist will be set at 1 percent for 1 year.
  • Guaranteed first step: A new package will be introduced for 1 million young people who are not in the social register but are in need of assistance.
  • Incentives for students: Students who train and help unorganized youth gain admission to higher education will receive additional points for master’s programs and priority in state scholarships.
  1. Branding youth business (Franchise)
  • Youth mini-franchise: This program will be launched to allow young entrepreneurs with their own brands to teach their experience to others.
  • Financial support: Young people who acquire franchises of local brands will be allocated interest-free loans of up to 300 million soums. A total of 500 billion soums will be directed to the program.
  1. Leadership and internships: “TOP-100” program
  • New leaders: A list of “TOP-100” young leaders will be formed through open competition in the fields of ICT, artificial intelligence, education, medicine, and agriculture.
  • Reward and position: Winners will be awarded 50 million soums and appointed to leadership positions.
  • International experience: 2,000 young people will be sent annually for internships to prestigious international organizations.
  1. 10 billion Venture Funds for startups
  • Recognition: Uzbekistan rose 31 places in the “Global Startup Index” and was declared “Country of 2026”.
  • “1,000 problems – 1,000 solutions from youth”: Every minister and governor will establish a venture fund of at least 10 billion soums to solve problems in their respective systems.
  • Direct investment: The Youth Agency will invest up to 1 billion soums in the best 100 projects.
  1. IT Parks, Supercomputer, and “My First Computer”
  • New IT infrastructure: Large IT parks with a total area of 100,000 sq.m will be built in Andijan, Samarkand, Jizzakh, and other cities (creating 20,000 new jobs).
  • Free laboratories: Young people will use for free the supercomputer at the “Digital Government” center and the artificial intelligence laboratories at 20 higher education institutions.
  • Subsidized laptops: For 10,000 young people from needy families, half of the cost of purchasing a laptop will be covered, with the remaining portion provided as an interest-free loan (installment) for 3 years.
  1. New scholarships and olympiad incentives
  • Dual education: 3rd-year students in ICT and artificial intelligence fields will continue their studies while working at IT parks.
  • New scholarships: “Muhammad al-Khwarizmi” scholarships for talented students and “Engineering Girls” scholarships for female engineering students will be established (also awarded to students of private higher education institutions).
  • AI Olympiad: Winners of the international olympiad in artificial intelligence (AI) will now also receive 1 billion soums, and their mentors 200 million soums.
  1. Nationwide anti-drug campaign and Parental responsibility
  • Decisive measures: The fight against drug addiction and drug crimes has been turned into a nationwide movement, with liability sharply increased. The President called on young people to devote every moment of their lives to good deeds.
  • Appeal to parents: The Head of State reminded that child upbringing is the most delicate foundation, and called on parents to be more attentive and responsible than ever in today’s complex times.
