A meeting was held with the employees of the Anti-Corruption “Compliance Control” system management department of universities in the Jizzakh region, headed by M. Parmanov, Head of the Anti-Corruption Department of the Ministry of Higher Education, Science and Innovation.
DAILY AGENDA:
1.On regular inspection and control of public procurement by the departments managing the “Compliance Control” system of the Anti-Corruption Department of the Higher Education Institution.
2. On the correct completion of the application on the presence/absence of a conflict of interest in higher education institutions.
3. On errors and shortcomings in the review of applications from individuals and legal entities by the departments managing the “Compliance Control” system for combating corruption, and in maintaining columns (headlines) on the official websites of the departments.
4. Other issues
During the meeting, there are many cases of corruption in higher education institutions regarding public procurement. Among them, it was emphasized that serious attention should be paid to corruption cases arising as a result of a conflict of interest, that an application for the presence/absence of a conflict of interest should be received and analyzed in electronic and paper form when hiring, that measures should be taken in the established manner in the event of a conflict of interest, that conflicts of interest should be prevented, that serious attention should be paid to these cases, despite the fact that, according to Resolution No. 758 of 14.11.2024, pedagogical staff are included in the list of exceptions that do not cause a conflict of interest, that there are a number of errors and shortcomings in the consideration of applications from individuals and legal entities by the departments managing the Anti-Corruption “Compliance Control” system, and in maintaining columns (headlines) on the official websites of the departments. In particular, it was noted that, despite the fact that universities have official websites, several universities have opened separate sites for the departments of the Anti-Corruption “Compliance Control” system, there are no separate sections (headings) of the departments on the official websites of universities, these sections are not regularly posted or updated with promotional materials, there is discrimination against individuals when considering appeals from individuals and legal entities, appeals are not brought to the end of their study, they are not studied within the framework of the law, the communication channels and secret communication channels of the departments of the Anti-Corruption “Compliance Control” system of some universities are not properly organized, the activities of the departments are not communicated to the public at the required level, appeals received through communication channels are not considered in a timely and efficient manner, and the appeals need to be studied to the end and resolved.
At the same time, it was noted that there are frequent cases of dismissal and hiring of employees of the Anti-Corruption “Compliance Control” system management department of higher education institutions without agreement or warning from the Ministry. As a result, the instructions given by the Ministry in this organization are not fulfilled for 1-2 months without reason, and it was noted that the management of higher education institutions should implement the order of the Minister of Higher Education, Science and Innovations No. 366 dated October 8, 2024 “On further improving the activities of internal anti-corruption control structures in the system of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan”.
