According to the order of the Ministry of Finance of the Republic of Uzbekistan, registered in the Ministry of Justice of the Republic of Uzbekistan on December 15, 2014 № 2634, Based on the requirements of the Regulation “On the order of registration” was developed on the division of labor, duties and responsibilities of employees of the Planning and Finance Department of Jizzakh State Pedagogical Institute.

The main responsibilities of the head of the planning and finance department are:

  • Carry out the functions of the Planning and Finance Department in accordance with this Instruction and other regulations;
  • -Supervise the staffing of the institute’s faculty and administrative staff and the proper allocation of funds;
  • -Supervise the preparation of draft budget and extra-budgetary funds, cost estimates for the Ministry;
  • -Prepare and submit reports on the implementation of the state and contingent plan in a timely manner;
  • Regular monitoring of the reduction of budget expenditures through the efficient and effective use of state budget funds;
  • Regular monitoring of the use of contractual training funds for assets and liabilities;
  • Oversee accountability in the development of the institute’s future plan (availability of internal capacity and influencing factors);
  • Submit information on vacancies in the institute to the personnel department of the institute by the 30th of each month;
  • Monitor the number of states by recording personnel recruitment and dismissal orders in a timely manner;
  • To create additional jobs in the departments and divisions of the institute and to control the accuracy of cost estimates;
  • Execution of lawful orders and directives of the employer;
  • Compliance with the requirements of labor protection, safety and industrial sanitation;
  • Follow job descriptions;
  • Compliance with legislation and other legal documents;
  • Adhere to accepted internal regulations;
  • Compliance with the qualification obligations provided by the NPM and MM;
  • Adhere to the collective agreement and terms.

Category 1 economists’ (Rakshina Natalya Ivanovna, Yuldashev Rustam Oktamovich, Irgashev Ilyar Nomonovich) main tasks are:

  • Collection and analysis of documents required for the preparation of all financial estimates of the Institute
  • Preparation of scheduled reports requested from the Ministry;
  • Preparation of draft budget and extra-budgetary expenditures for the Ministry;
  • Analysis of budget and extra-budgetary funds by items in the cost estimates;
  • Controlling the proper use of the budgeted funds for their intended purpose, not to allow unnecessary or excessive costs;
  • Execution of lawful orders and directives of the employer;
  • Compliance with the requirements of labor protection, safety and industrial sanitation;
  • Follow job descriptions
  • Compliance with legislation and other legal documents;
  • Adhere to accepted internal regulations;
  • Compliance with the qualification obligations provided by the NPM and MM
  • Adhere to the collective agreement and terms.
