The main responsibilities of the head of the department of civil and labor protection:

  • Organizes work on civil and labor protection, fire safety at the Institute..
  • Supervises the observance of legal and regulatory acts on labor protection and fire safety by the structures of the Institute.
  • Participates in the creation of healthy and safe conditions for staff and students at the Institute, and conducts preventive work to prevent injuries.
  • Provides introductory training on occupational safety and health for employees at the Institute, and organizes on-the-job guidance, training and examination of knowledge and skills.
  • Carries out information and advocacy work on civil and labor protection, fire safety among the staff of the institute.

The main responsibilities of a labor protection engineer:

Extract from the “Rules for compensation of damage caused to employees due to injuries, occupational diseases or other health injuries in connection with the performance of their duties”, approved by the Cabinet of Ministers of the Republic of Uzbekistan dated February 11, 2005 № 60:

1 (32). The employer must explain to the family member of the employee who lost his / her ability to work in accordance with the current legislation their rights to compensation and the procedure for applying to the employer on these issues, as well as compensation for damages, assist the applicant in obtaining the documents required to file the claim and, where appropriate, request these documents from other organizations.

2 (33). An application for damages is submitted to the employer. A copy of the claim for damages shall be submitted to the labour union committee or other competent body of the enterprise’s employees

3 (34). The employer must consider the claim for damages within 10 days from the date of receipt of the application and make a decision. The decision is made by the order of the employer. The order must be justified, indicating the persons who will receive compensation, the amount and terms of payment for each member of the family. A copy of the order of the employer to pay damages or a reasoned refusal shall be delivered to the employee or interested persons within 3 days from the date of issuance of the order.

4 (35). The application for compensation shall be accompanied by the conclusion of the Medical-Labor Expert Commission on the degree of occupational disability and, where appropriate, the need for additional types of assistance to the victim. The above documents are also required to extend the period of damages.

5 (36). The medical examination and re-examination of the medical-labor examination commission shall be carried out in accordance with the procedure established by the legislation.

6 (37). The following documents shall be attached to the application for compensation for damages due to the loss of a breadwinner: a) a copy of the death certificate of the breadwinner issued by the Civil Registry Office (CRO); (b) Citizens’ self-government of the deceased’s family members, including those in his or her care.

Duties of fire safety instructor:

  • In collaboration with the Human Resources Department, recruit staff for the institute’s fire brigade
  • Organize round-the-clock security of the rooms and territory of the institute in accordance with the approved map;
  • Regularly monitor the availability and proper maintenance of firefighting and firefighting equipment;
  • Arrange for timely preventive maintenance and replacement of firefighting equipment;
  • Instruct the guards on how to act in the event of a fire at the institute or the arrest of strangers at night;
  • Educational work with guards.
  • Knowledge of the Charter, instructions and normative documents related to its activities, internal procedures of the institute, normative documents;
  • Provides exemplary per sonal qualities – intelligence, cultural, creative abilities, politeness and initiative, a sense of responsibility, independent decision-making.

The main responsibilities of an emergency engineer:

  • Implementation of the Laws of the Republic of Uzbekistan on Civil Protection and Labor Protection, Presidential Decrees, Resolutions of the Cabinet of Ministers and orders, instructions of ministries and instructions of local authorities;
  • Maintain civil defense emergency documents in accordance with the established nomenclature;
  • Ensuring the establishment of civil defense structures of the Institute of Civil Defense;
  • Organize planned training of civil defense emergency personnel;
  • Carrying out “TMM, KMM, mass exercises” with civil defense emergency structures on the basis of a separate plan;
  • Annual review and implementation of the Institute’s Civil Defense Emergency Peace Plan;
  • Ensuring and monitoring the readiness of the Institute’s civil defense emergency equipment, gas masks and other equipment;
  • Ensuring that emergency evacuation plans are developed and approved in the prescribed manner and posted in a conspicuous place;
  • Timely review of all documents on civil defense emergencies from higher organizations and providing information on the results;
  • Ensuring that the Institute conducts a “Civil Defense Day” according to a special plan;
  • Organization of cooperation with the Civil Defense Emergency Services and higher organizations (MIA, MES, etc.);
  • Ensuring the operation of communication and notification facilities in emergencies;
  • Establishment of a civil defense emergency corner and a study room at the institute;
  • Establish and equip a reserve control point for emergencies and civil defense;
  • Carry out legal duties of the head of the department;
  • Thorough knowledge of information and communication technologies;
  • Comply with the rules of the institute, the rules of etiquette and dress code.
  • Knowledge of the Laws of the Republic of Uzbekistan on Civil Protection and Labor Protection, Presidential Decrees, Resolutions of the Cabinet of Ministers and orders and instructions of ministries, Resolutions of local authorities and regulations, instructions, internal regulations of the Institute.
