ORGANIZATION OF PRIVATE SCHOOLS IN UZBEKISTAN LEGAL GROUNDS

Botirov Shonazar Askar o’g’li Jizzax state pedagogical university School  management  major Annotation: This article presents opinions about the organizational and legal basis of the activity of private schools in Uzbekistan. In addition, the article also contains opinions about foreign educational institutions. Key words: private higher education, activity of non-state educational services, transport, industry, pedagogical activity   During the years of independence, fundamental changes and reforms were implemented in the field of education aimed at providing young people with modern knowledge, increasing their intellectual potential and taking a worthy place in the world community. In particular, to fundamentally improve the quality of general secondary education, to form an intellectually, aesthetically and physically mature generation, and to raise the education of young people to a new level of quality, including foreign languages, computer science and mathematics, physics, chemistry, biology, etc. in-depth teaching of other important and high-demand subjects is defined as one of the main goals of the Action Strategy for five priority areas of development of the Republic of Uzbekistan in 2017-2021. A high-quality secondary education at private schools abroad plays an important role in a child’s personal and professional success. Studying in the UK, USA, Canada, Switzerland, Ireland and other countries with strong academic traditions opens up many opportunities to gain knowledge, learn languages, develop talents and gain access to the world’s leading universities. . Private school students have access to a wide range of academic programs: British A-levels, US high school diplomas, International Baccalaureate. Teachers in private schools abroad practice a differentiated approach to education and pay attention to each student. After school hours, children improve their skills in sports and art, as well as develop leadership skills, critical thinking, individual and team work. Advantages of studying in private schools abroad. Modern applicants are not limited to universities in their own countries, the whole world is open to them. Private boarding schools abroad aim to prepare students for successful admission to selected universities, including Oxford and Cambridge. Studying in a private school abroad gives a 100% guarantee that by the time the child finishes school, he will master not only English, but also 1-2 additional languages, for example, Spanish or French[1]. Foreign experiences show that healthy competition between state and non-state educational institutions serves to realize citizens’ right to quality education.[2]. Therefore, in a number of developed foreign countries, the share of the private education sector in the total secondary education is significant, it is 12% in Germany, 17% in France, 18% in the USA, 20% in Great Britain, 30% in Spain, Ireland and the Netherlands. constitutes[3]. Currently, there are 43 non-state general secondary education schools in the republic with appropriate licenses, and their share is 0.4 percent compared to 9,680 schools in the public education system. Most of the non-state general secondary schools (27) are located in Tashkent city, not a single non-state school was established in the Republic of Karakalpakstan, Bukhara, Jizzakh, Kashkadarya, Navoi, Syrdarya, Surkhandarya and Tashkent regions. 20 of the operating non-state educational institutions are for primary education (grades 1-4), and the remaining 23 are for general secondary education (grades 1-9), 330 of them about 6,000 students receive education in the classroom (0.12 percent of the contingent of public schools). Creating a competitive environment for improving the quality of education in the analyzes conducted by a group of foreign experts involved in the cooperation of YUNISKO and the consulting organization “DGP Research & Consulting” on the comprehensive study of the national education system, in which priority is given to the development of the private education sector the need to pay attention as a direction is emphasized “Development of public-private partnership in the concept of development of the public education system of the Republic of Uzbekistan until 2030” approved by the Decree of the President of the Republic of Uzbekistan “On approval of the concept of development of the public education system of the Republic of Uzbekistan until 2030″ expansion of the competitive environment in the state education system”; “development of the national content of the education system based on healthy values on the basis of public-private partnership”; “expanding the competitive environment in the public education system due to the development of the general education network on the basis of public-private partnership: developing and implementing proposals for the creation of a mechanism for providing state subsidies to non-state general education schools; Tasks such as introducing new types of public-private partnership in the field of public education have been defined. According to the decision of the President of the Republic of Uzbekistan dated September 15, 2017 “On measures to further develop the activity of non-state educational services”, allocating long-term preferential loans to non-state educational institutions and extending the term of previously allocated loans, Exemption from all types of tax payments on education and related services until 2021, in-depth teaching of subjects in a foreign language and wide involvement of foreign teachers and specialists in the educational process in order to improve the quality of education through this. implied. Issues such as issuing visas, air transport, accommodation, appropriate remuneration for work and tax exemption for foreign teachers and specialists invited to non-state educational institutions have also been resolved in the decision. The establishment of private schools is aimed at creating a healthy competitive environment in the public education system, developing the activities of non-state educational institutions, attracting foreign teachers to in-depth teaching of natural and natural sciences, foreign languages, which on the other hand, it serves to increase the reputation of our country in the world community as a competitive and highly qualified professional staff of young people in the world labor market, to become well-rounded people. A number of legal documents adopted in recent years – the Decree of the President of the Republic of Uzbekistan dated February 7, 2017 “On the Strategy of Actions for the Further Development of the Republic of Uzbekistan” No. PF-4947 dated September 5, 2018 “On additional measures to improve the management system of public education” No. PF-5538, dated April 29, 2019 “Approving the concept of development of the public education system of the Republic of Uzbekistan until 2030 Decree No. PF-5712, Resolution No. PQ-3931 of September 5, 2018 “On measures to introduce new management principles into the public education system”, Ministers of the Republic of Uzbekistan The decision of the court “On measures to improve the activities of non-governmental educational organizations” and other legal bases related to this field are important[4]. To sum up, the establishment of private schools will create a healthy competition environment in the public education system, develop the activities of non-state educational institutions, attract foreign teachers to in-depth teaching of concrete and natural sciences, foreign languages, and this, in turn, serves to increase the reputation of our country in the world community as a competitive and highly qualified professional staff of young people in the world labor market, to become well-rounded people.
