To ensure problems are resolved, ministers, governors, and rectors are required to work tirelessly.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>&#8220;Youth Register&#8221; and achieved results<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The problems of <strong>1.5 million<\/strong> young people were resolved through the &#8220;Youth Register&#8221;.<\/li>\n<li>The number of young entrepreneurs increased <strong>5-fold, exceeding 287,000<\/strong>.<\/li>\n<li>Those intensively learning languages reached <strong>3.5 million<\/strong>, while youth crime decreased <strong>2.5-fold<\/strong>.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>&#8220;Vocational Voucher&#8221; system for modern professions<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Interest-free loan:<\/strong> <strong>50,000 young people<\/strong> annually receive a &#8220;vocational voucher&#8221; in the form of an interest-free loan to learn modern professions.<\/li>\n<li><strong>Free education:<\/strong> <strong>85,000 unemployed youth<\/strong> from needy families are allocated free vouchers to study at private centers.<\/li>\n<li><strong>Funding:<\/strong> <strong>120 billion soums<\/strong> will be allocated for this system within the current year alone.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>International certificates and private technical colleges<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Cost reimbursement:<\/strong> Just like international language certificates, the costs of young people who obtain <strong>international professional certificates<\/strong> will now also be covered by the state.<\/li>\n<li><strong>Simplification:<\/strong> <strong>More than 20 requirements<\/strong> from the licensing conditions for opening technical colleges will be abolished. Starting from the new year, state grants will also be given to private technical colleges.<\/li>\n<li><strong>Large reward:<\/strong> Students who win international professional competitions will receive <strong>100 million soums<\/strong>, and their mentors <strong>50 million soums<\/strong>.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong>Digital content and grants for students abroad<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Platform:<\/strong> A <strong>&#8220;digital content&#8221; platform<\/strong> will be launched for young people who know foreign languages, with <strong>20 billion soums<\/strong> allocated annually.<\/li>\n<li><strong>Export and tourism:<\/strong> <strong>Special grants<\/strong> will be provided to over <strong>150,000<\/strong> young people studying abroad to promote our country&#8217;s potential and present tourist routes.<\/li>\n<\/ul>\n<ol start=\"6\">\n<li><strong>Benefits for employers and unorganized youth<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Relief for entrepreneurs:<\/strong> For an entrepreneur who hires a university graduate, the income and social tax of the young specialist will be set at <strong>1 percent<\/strong> for 1 year.<\/li>\n<li><strong>Guaranteed first step:<\/strong> A new package will be introduced for <strong>1 million young people<\/strong> who are not in the social register but are in need of assistance.<\/li>\n<li><strong>Incentives for students:<\/strong> Students who train and help unorganized youth gain admission to higher education will receive <strong>additional points<\/strong> for master&#8217;s programs and <strong>priority<\/strong> in state scholarships.<\/li>\n<\/ul>\n<ol start=\"7\">\n<li><strong>Branding youth business (Franchise)<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Youth mini-franchise:<\/strong> This program will be launched to allow young entrepreneurs with their own brands to teach their experience to others.<\/li>\n<li><strong>Financial support:<\/strong> Young people who acquire franchises of local brands will be allocated <strong>interest-free loans of up to 300 million soums<\/strong>. A total of <strong>500 billion soums<\/strong> will be directed to the program.<\/li>\n<\/ul>\n<ol start=\"8\">\n<li><strong>Leadership and internships: &#8220;TOP-100&#8221; program<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>New leaders:<\/strong> A list of <strong>&#8220;TOP-100&#8221; young leaders<\/strong> will be formed through open competition in the fields of ICT, artificial intelligence, education, medicine, and agriculture.<\/li>\n<li><strong>Reward and position:<\/strong> Winners will be awarded <strong>50 million soums<\/strong> and appointed to leadership positions.<\/li>\n<li><strong>International experience:<\/strong> <strong>2,000 young people<\/strong> will be sent annually for internships to prestigious international organizations.<\/li>\n<\/ul>\n<ol start=\"9\">\n<li><strong>10 billion Venture Funds for startups<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Recognition:<\/strong> Uzbekistan rose 31 places in the &#8220;Global Startup Index&#8221; and was declared <strong>&#8220;Country of 2026&#8221;<\/strong>.<\/li>\n<li><strong>&#8220;1,000 problems \u2013 1,000 solutions from youth&#8221;:<\/strong> Every minister and governor will establish a venture fund of at least <strong>10 billion soums<\/strong> to solve problems in their respective systems.<\/li>\n<li><strong>Direct investment:<\/strong> The Youth Agency will invest <strong>up to 1 billion soums<\/strong> in the best 100 projects.<\/li>\n<\/ul>\n<ol start=\"10\">\n<li><strong>IT Parks, Supercomputer, and &#8220;My First Computer&#8221;<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>New IT infrastructure:<\/strong> Large IT parks with a total area of <strong>100,000 sq.m<\/strong> will be built in Andijan, Samarkand, Jizzakh, and other cities (creating 20,000 new jobs).<\/li>\n<li><strong>Free laboratories:<\/strong> Young people will <strong>use for free<\/strong> the supercomputer at the &#8220;Digital Government&#8221; center and the artificial intelligence laboratories at 20 higher education institutions.<\/li>\n<li><strong>Subsidized laptops:<\/strong> For <strong>10,000 young people<\/strong> from needy families, <strong>half<\/strong> of the cost of purchasing a laptop will be covered, with the remaining portion provided as an <strong>interest-free loan (installment)<\/strong> for <strong>3 years<\/strong>.<\/li>\n<\/ul>\n<ol start=\"11\">\n<li><strong>New scholarships and olympiad incentives<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Dual education:<\/strong> 3rd-year students in ICT and artificial intelligence fields will continue their studies while working at IT parks.<\/li>\n<li><strong>New scholarships:<\/strong> <strong>&#8220;Muhammad al-Khwarizmi&#8221;<\/strong> scholarships for talented students and <strong>&#8220;Engineering Girls&#8221;<\/strong> scholarships for female engineering students will be established (also awarded to students of private higher education institutions).<\/li>\n<li><strong>AI Olympiad:<\/strong> Winners of the international olympiad in artificial intelligence (AI) will now also receive <strong>1 billion soums<\/strong>, and their mentors <strong>200 million soums<\/strong>.<\/li>\n<\/ul>\n<ol start=\"12\">\n<li><strong>Nationwide anti-drug campaign and Parental responsibility<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Decisive measures:<\/strong> The fight against drug addiction and drug crimes has been turned into a <strong>nationwide movement<\/strong>, with liability sharply increased.
